Advocacy Agenda: Market Development & Economic Opportunity


The U.S. scrap recycling industry is an economic leader and job creator, generating more than $110 billion annually, supporting more than 531,000 workers and generating nearly $13 billion in federal, state and local tax revenues. ISRI works to strengthen these numbers on behalf of all our members, including:

  • Access to Markets. Supporting business development in domestic and global markets through trade missions, relationships with key government and consumer industry representatives, market analysis, and policy compliance.


  • Increased Recycled Content in Manufacturing. ISRI’s unremitting advocacy for increased usage of recycled materials in manufacturing has resulted in a substantial amount of newly manufactured products and materials containing recycled content, but there is room for more growth.ISRI’s Design for Recycling® (DfR) program and partnerships with governments and consumers inspire more opportunities for recycled content use in consumer and industrial goods and infrastructure development.


  • Manufacturing Sales Tax Exemptions. ISRI has long held, and continues to advocate, that recyclers are manufacturers and therefore should be included in any manufacturers’ sales tax exemptions. ISRI continues to advise members on the nuances of this area of state tax law and provide chapter lobbyists on the winning arguments for legislative clarification and tax rulings that ensure the exemption applies to ISRI members.
